According to a trove of documents leaked to The Guardian, during the company's period of rapid international expansion under co-founder and former CEO Travis Kalanick, Uber knowingly disregarded local laws, courted powerful officials, and even considered the possibility of violence against its drivers as political leverage.
According to The Guardian, more than 124,000 internal Uber documents from 2013 to 2017 were leaked and distributed to a global network of news organizations. These documents included open communication between Kalanick and senior Uber executives that provided an overview of the company's operations.
The "other than legal status" of Uber in some of the nations it operated in was openly acknowledged by employees in internal communications. In a 2014 letter to a colleague, Uber's head of global communications, Nairi Hourdajian, stated that "sometimes we have problems because, well, we're just fucking illegal."
