The writers omitted a description of the system's operation. There are two possibilities: either they created a unique fabric that preserves heat or they merely built a battery with a heating element inside one pocket.
The novelty is displayed on an advertising billboard against a wintery backdrop. Sadly, wearing these shorts in the cold will limit your travels. Both calves and one leg will still become cold even with an electric heating system.
