When the network is busy, the QoS packet scheduler makes sure the Internet connection continues to function effectively. The system automatically lowers this speed by 20% to make room for the link.
Press WIN + R to launch the Local Group Policy Editor, and then execute gpedit.msc to remove this restriction. Navigate to QoS Packet Scheduler under Computer Configuration, Administrative Templates, Networking on the left.
Open the Reserved Bandwidth option on the right. Set the limit value to 0 and activate the setting.
